The Chisago County Public Works Department is issuing this request for proposal (RFP) to provide project coordination, preliminary highway design, stakeholder engagement planning and implementation, hydraulic analysis, traffic analysis, ROW requirements, and environmental documentation services for the Trunk Highway (TH) 8 Reconstruction project between I-35 and Karmel Avenue.
TH 8 is a critical east-west principal arterial and interregional corridor in the southern end of Chisago County and northern Washington County that serves local residents, businesses, commuters, freight traffic and recreational traffic. TH 8 is a divided four-lane highway extending from I-35 to a point approximately 2,300’ east of TH 61. The remaining approximately 7.5 miles is a two-lane highway. The highway consists of developed and undeveloped land with residential & retail properties, wetlands, and agricultural lands. The project is located in the cities of Chisago City and Wyoming in Chisago County and Forest Lake in Washington County.
This highway improvement project is intended to resurface and/or reconstruct the existing four-lane highway, expand the two-lane highway to a four-lane highway, consolidate and improve intersections and construct frontage/backage roads for access management along the entire corridor. The improvements will enhance safety, mobility, and economic vitality along the corridor.
TH 8 users currently experience high levels of congestion (capacity constraints) during both A.M. and P.M. peak hours. This is especially highlighted during the summer months on Thursday, Friday and Sunday evening commutes when the facility sees a greater amount of vehicles due to "cabin traffic" heading to and from vacation destinations in Wisconsin. The congestion results in an unacceptable level-of-service during these peak hours and is expected to worsen as traffic volumes are forecasted to increase.
In addition to the capacity constraints, the number of accesses onto the highway creates operational and safety issues. Access types are local road, county highway, commercial/industrial, residential and agricultural field entrances. One of the major components of this project will be designing the highway and frontage/backage road system to accommodate these access points and remove them from the highway. The intersections along the corridor will also be reviewed for consolidation, improvement and controls.
The Consultant will identify a location for the Swedish Immigrant Trail along the north side of the Trunk Highway 8. The Consultant will consider the following in regards to trail design: continuous 10’ trail on north side of TH 8 from TH 61 to Karmel Avenue, a connection with the Hardwood Creek Trail on the west side of TH 61 and connections to local trails. The Consultant shall coordinate with the Citys of Chisago City, Wyoming and Forest Lake, Chisago County, Washington County and MnDOT to review proposed trail options.
Chisago County will pursue federal and state opportunities for construction funding. MnDOT has a resurfacing project scheduled for this corridor in 2023. This funding is anticipated to be captured for this project. Additional State Aid and local funding is anticipated.
RFP are due by December 21, 2018.
